Charles Montriou Wallace, Jr. was born in Richmond, Virginia on 22 November 1866 to Charles Montriou, Sr. and Joyce Clopton Wallace. He was an attorney and served in the Virginia House of Delegates from 1897 to 1904. He also wrote The Boy Gangs of Richmond and The History of the Capitol of Virginia .
